Create or update comment status

Create a new comment status entry or update an existing one for a specific class and exam session. This endpoint intelligently handles both creation and update operations in a single call. Workflow:

• If a comment status exists for the given class and exam session → performs partial update
• If no status exists → creates a new comment status entry Requirements:
• Both academic_class and exam_session are required in the request body
• Additional fields (teacher_comments_status, head_comments_status) can be included Use Cases:
• Idempotent status updates without checking existence first
• Simplified client logic for status management
• Atomic create-or-update operations
